Wish I could help you out...but my son sure liked the pic...he said the gun she is holding is a 357. S/W 7 round revolver...He knows a lot about guns...anyhow...good luck...

In photoshop, trace the area around the hair only, make a layer copy of it, apply a hue change or even a photo filter, use an opacity blend to dissolve the coloured hair onto the original layer, feather the edges slightly if needed, flatten image, and "wallah."
