line the top of your eyes and make a small flourish at the ends. it'll add an exotic look, but not like ur trying to use too much

I think you are too young for liquid liner anywhere, especially with your hair color. It will look unnatural and trashy. Instead, I would try some lengthening mascara in black, and a tinted lip gloss.

I don't think you should wear it. Having been there - try brown eyeliner, and use a light hand to apply it in pencil form.

The black is too aging on you, and harsh contrast to your skin/hair!

If you absolutely want something dark - try navy.
