When I was 21 me and few mates would hang out at the Nurses Residence rec room at a big private hospital after work 3 or 4 times a week. There was a pool table there so it was a good "reason" to hang out there. All the student nurses there were easy to talk to (but not too "easy") It took a few months, but I finally met a girl who I liked and who liked me. It all starts at "Hello" whether you go looking online or offline. The relationship lasted 3 months. Next!
Unless you date much older women, young girls 18-20+ just want to have fun, so just have fun with them dude without giving your heart away too soon or expecting too much from them.
